Stems decumbent to ascending, 6–20(–25) cm, retrorsely hairy or puberulent, not glaucous. Leaves basal and cauline, not leathery, retrorsely hairy, not glaucous; basal and proximal cauline 8–40(–60) × 2–7 mm, blade spatulate to oblanceolate, base tapered, margins entire, apex rounded to obtuse or acute; cauline 2–4 pairs, sessile, 10–38 × 1–6 mm, blade lanceolate, base tapered, apex acute. Thyrses continuous to ± interrupted, secund, (2–)4–9 cm, axis retrorsely hairy proximally, mostly glandular-pubescent distally, verticillasters (3 or)4–8, cymes 1- or 2-flowered, (1 or)2 per node; proximal bracts linear, 3–26 × 0.5–2.5 mm; peduncles and pedicels glandular-pubescent, peduncles also usually retrorsely hairy. Flowers: calyx lobes ovate, 3–4(–5) × 2–2.9 mm, glandular-pubescent; corolla blue to violet or purple, with reddish purple nectar guides, ventricose, 13–20 mm, glandular-pubescent externally, glabrous internally, tube 4.5–6 mm, throat gradually inflated, not constricted at orifice, 4–6(–8) mm diam., slightly 2-ridged abaxially; stamens included or longer pair reaching orifice, pollen sacs opposite, navicular, 1–1.4 mm, dehiscing incompletely, connective not splitting, sides glabrous, sutures papillate; staminode 8–10 mm, reaching orifice, 0.5–0.6 mm diam., tip straight, glabrous; style 11–15 mm. Capsules 7–8 × 6–7 mm.


Phenology: Flowering Jun–Aug.
Habitat: Sagebrush shrublands.
Elevation: 2600–3500 m.

Discussion

Penstemon parvus is known from the Aquarius Plateau in Garfield, Piute, and Sevier counties.
